Marty Bent directing affected owners to Galaxy Research, who are tracking stolen funds and mapping the extent of the damage, and separately telling them to file a police report. One of the clearer captured statements of what an individual victim was being told to do, and relevant to the population-denominator gap: the victim set is being assembled from self-reports.
