Quotes the guard itself and states the mechanism in one line: the ifndef tests whether the macro is defined rather than whether it is true, so the error never fired and readers believed the hardware generator was enabled. Independently corroborates the same correction Greg Maxwell published on Hacker News, and bears on how the explainer describes the guard.
