Galaxy Research explains that it promotes addresses to the confirmed victim or attacker set only when it has high confidence, usually from multiple victim confirmations. It says outstanding candidates for promotion could take the total loss above 2,300 BTC if they are eventually confirmed. Held as a methodology and loss-estimate update.
